To enable this Panel View feature, you just need to double tap on the panel, which you want to magnify. Moreover, if you want to return to the regular screen, then you can double tap anywhere on the screen. Also, you can navigate around in the panel using your finger.
You can also use the 5-way controller to select and navigate between the panels. Moreover, you can return to the standard screen by hitting the back button.
